Is the university required to release directory information?

No. FERPA permits the university to release this information, it does not obligate us to do so. The only required disclosure of education records is to the student (in accord with applicable laws) or where the university is required to do so by law. All other disclosures, including those with student consent, and disclosures of directory information are at the discretion of the university.
