Why is the alternate exam schedule no longer rotating?

Chiefly, we are seeking to eliminate confusion that is caused by a schedule that changes term after term. A standard, predictable schedule is more straightforward for planning purposes and provides the ability to give consistent advice and provide consistent data that can be used on syllabi and in student planning.

Because the class schedule itself also routinely changes, the likelihood of a faculty member teaching the same exam time term after term is low. If this is the case however, faculty can now more easily make an alternate exam request online and select a more suitable time.
