The program strives to create an environment that fosters personal integrity and promotes the educational mission of the college, equality and diversity on campus.

Utilizing an educational philosophy, the program informs students of their responsibilities as members of the community, involves students, faculty and staff in administering the student conduct process, and assists all members of the campus community to live and learn in an environment that is orderly, peaceful and supportive of individual growth and development.

COVID-19 Policies and Sanctioning

The Covid-19 policies at SUNY Cortland have been developed to ensure the health and safety of our campus community.  Violations of the polices are taken very seriously and are adjudicated as such.  When adjudicating cases, we follow the guildelines in Chancellor Malatras' Uniform Sanctioning Policy to effectuate a fair and consistent approach.

The full list of policies and procedures can be found at SUNY Cortland's Covid-19 webpage.  The policies most frequently violated are described below:

  • Masks/face coverings should be worn at all times any student is with a person they do not reside (officially share a room/suite or are on a lease) with. This means in hallways, in the bathroom unless showering, shaving or brushing your teeth, in lounges, in kitchens, in the classroom, while walking on campus, in any building, etc.
  • One guest per room/suite at any given time in a residence hall. Guests must reside in that residence hall also.  No other guests are allowed in a residence hall without permission from the Residence Hall Director.
  • Students may not enter into any residence hall they do not reside in.
  • Gatherings above the allowed number per space are prohibited. Masks must be worn at all times.
    • In the residence halls, students assigned to a room, quad, suite, or apartment may have a maximum of 1 in-hall resident guest at any time. The maximum occupancy of the room, quad, suite, or apartment cannot exceed the total of assigned students plus 1 in-hall guest.
    • Off campus gatherings will follow the NY State guideines on large gatherings.  The current allowed number is 10 people indoors or out.
    • Three students are allowed in a lounge/kitchen area at a time.  Please look for posted capacity signs in the area. Mask must be worn in these areas, even if you are the only person in the space.
    • One student is allowed in a kitchen at a time. Please look for posted capacity signs in the area.
    • Laundry rooms are limited to two people at a time. Please look for posted capacity signs in the area.

Students who choose to violate these policies will be sanctioned according to consistent practices at SUNY Cortland as well as the Uniform Sanctioning Policy.

  • Students who have been placed on disciplinary probation or deferred suspension for Covid-19 policy violations previously will face suspension for a minimum of the remainder of the academic year plus one semester if there is any further violation of any of the Covid-19 policies.
  • Students who host off campus gatherings with more attendees than the allowed number will be suspended for a minimum of one calendar year.
  • Students who attend off campus gatherings with more attendees than the allowed number will be restricted from campus access for a minimum of the remainder of the academic year.  Remote learning will be permitted if available and as subject to campus policy and process.
  • Students who attend or host an on campus gathering with more attendees than the allowed number will be restricted from campus access for a minimum of the remainder of the academic year.  Remote learning will be permitted if available and as subject to campus policy and process.
  • Students who purposefully violate quarantine or isolation rules will be suspended for a minimum of one calendar year.
  • Students who intentionally violate the mask/face covering policy or who have multiple violations in a short period of time will be restricted from campus access for a minimum of the remainder of the academic year.  Remote learning will be permitted if available and as subject to campus policy and process.

Multiple findings of responsibility, even for lower-level offenses, may result in graduated levels of sanctions, up to and including permanent dismissal.  Additionally, findings of responsibility during periods when SUNY Cortland is partially or completely closed or on pause may result in elevated levels of sanction.
