Purpose
The SUNY Board of Trustees Policies (Article IX, Section BI) require faculty consultation for the appointment of administrative positions that are not in a bargaining unit; in other words, those that are designated as management/confidential. While SUNY Cortland included director-level positions in its process for filling administrative positions, these positions are in a bargaining unit (represented by the United University Professions) making it unnecessary and oftentimes cumbersome to do so. To streamline the recruitment process, this policy outlines the process by which search committees are formed for director-level vacancies.
Policy
SUNY Cortland is committed to campus-wide participation in the important process of selecting and hiring the best possible talent for director-level positions. The university also strives to conduct searches efficiently to fill these positions as expeditiously as possible. Rather than include these positions in the consultative search process as outlined in Chapter 240 of the SUNY Cortland Handbook, a different approach is used which does not require an election when forming a search committee.
Procedures
When a vacancy occurs at the Director level, the appropriate vice president will submit a request to fill the position using the established procedure through the applicant tracking system. Once the President’s Cabinet has approved the position to move forward with the search, these steps will be followed:
- The Human Resources Office will post the position on Communicator along with an announcement seeking appropriate members who are interested in participating on the search committee.
- The announcement will include: composition of the search committee, position title, hiring manager, and a deadline of five business days by which interested parties must contact the hiring manager in writing. Email notification is acceptable.
- If the hiring manager does not receive sufficient nominations from the Communicator announcement by the published deadline, the hiring manager will solicit committee members to fill the representative seats on the search committee.
- If the number of nominations equals the number of seats, the hiring manager will appoint those nominees to serve on the committee.
- If the number of nominations exceeds the number of representatives for a particular seat, the hiring manager will select members to fill the seats from those who were nominated.
- The hiring manager will inform all nominees on whether they were selected to participate on the search committee.
- Once the search committee is fully formed, the hiring manager will inform the Human Resources Office of the search committee membership.
Search Committee Composition
Search committees for director-level positions shall be composed as follows:
- Four members from the faculty/professional staff (any combination of academic faculty including librarians, and/or professional staff including management/confidential).
- One member from the classified staff reporting within the area.
- One student member.
- The Faculty Senate shall appoint two additional members, with special consideration of the areas with a direct reporting relationship. These appointments are recommended by the appropriate vice president and presented to the Faculty Senate by the Human Resources Office.
Additional membership:
- The president has the prerogative to appoint one or two members to the consultative committee to satisfy affirmative action goals.
- The president will appointment a human resources representative as they deem appropriate.
