You are now able to recharge your electric vehicle (EV) on campus. The Facilities Management Office recently has completed the procurement and approval for EV charging stations for campus and public use.

Electric Vehicle Parking and Charging Policy — Pilot Program

Purpose

The purpose of this pilot program policy is to promote energy efficiency, alternate forms of transportation around campus as well as to provide options to employees for electric vehicle (EV) charging. The policy will define charging behavior on campus so that all electric vehicle, including plug-in hybrid (PEV), drivers are able to utilize the chargers to their fullest extent.

This pilot program policy will apply to all EV owners who park and charge their EV on SUNY Cortland-managed property. Any person who utilizes the EV designated electrical receptacles and/or EV chargers — whether they are an employee or student of SUNY Cortland or a member of the broader community, visitor or general public — will be subject to the policy and must adhere to it.

General usage rules

  1. All employee vehicles that are parked on campus must be registered with the university’s Parking Operations and Security Services Office and comply with permitting requirements before they can use any EV charging location spaces.
  2. Qualifying vehicles, those that are either plug-in hybrid (PEV) or full electric vehicles (EVs), are subject to the pilot program policy. For those who have two registered vehicles in their name, only the PEV or EV would be allowed to use the charging station parking locations. Refer to the list of 2019-20 qualifying vehicles.
  3. All parking space users shall register their vehicle with the Parking Operations and Security Services Office.
  4. See the information below on electric vehicle charging station locations and costs. Prices as defined will be based on the annualized average electricity price for supply, transmission and delivery of electricity to the campus, plus an overhead charge for operations, maintenance and management of the charging stations. Prices will be reviewed from time to time.
  5. By using the EV charging stations, the EV and PEV owner consents for their vehicle to be unplugged when the charging station indicates their vehicle is fully charged. This will better enable vehicles parked adjacent to the EV charging stations the opportunity to charge. Authorized personnel may disconnect your vehicle at any time during an emergency situation. Authorized personnel include third-party towing services, Fire Department, University Police Department and Facilities Operations and Services.
  6. Do not use charging stations if you can drive your entire return commute home with electric charge remaining on your vehicle.
  7. We encourage EV owners who park in spaces adjacent to the charging stations to open charge port covers to let other EV owners know they are allowed to plug in your vehicle when they are done using the EV charging station.
  8. Once your vehicle has charged the minimum required for your entire return commute home, or your vehicle has reached the maximum 4 hours in the EV charging location, move your vehicle so other electric vehicle owners can use the charging station.
  9. When a vehicle is blocking or impeding the use of an electric vehicle charging locations, or a non-electric vehicle is parked in an EV charging station location, Parking Operations and Security Services may issue a ticket to the vehicle owner for the amount of $25.00. Fines will be reviewed annually.
  10. Please remember to charge your vehicle safely. All electric vehicle charger users must wrap up and store charging cords properly when not in use. The use of extension cords is prohibited.
  11. This policy is subject to change and SUNY Cortland employees, students and members of the broader campus community are requested to periodically review the policy from time to time.

EV charging locations, times and costs

All installments are Level II charging stations; these are faster charging stations and their use and price structure will evolve over time based the market price of electricity plus overhead for maintaining the EV Charging Station Program.

Costs and times

  • Faculty/staff: 6 a.m. to 5 p.m. $0.40/kWh. Limited to 4 hours. This is approximately $2.50/hour depending on level of battery when it is plugged in.
  • Student/public: 5 p.m. to 2 a.m. $0.60/kWh. Limited to 4 hours. This is approximately $3.80/hour depending on level of battery when it is plugged in.
