The thirteenth meeting of the Faculty Senate 2008�2009 was called to order by

Chair William Buxton on Tuesday, April 21, 2009 at 1:10 PM in the Park Center

Hall of Fame Room.

I� APPROVAL OF THE MINUTES: The minutes were approved from

April 7, 2009.

 

II.� SENATE ACTIONS:

There was a vote to approve the new Senate meeting time of 1:15 PM

(Approved)

 

There was a vote to postpone discussion and vote on the External Review

Committee Report, including the amendment regarding handbook changes,

to the last Faculty Senate meeting of the 2008-2009 year on May 5, 2009

(Approved)

 

III.� CHAIR�S REPORT: ��

Chair Buxton opened the meeting by urging all standing committee chairs

to submit their annual reports at the earliest possible time, explaining that this

will enable the chair and secretary to compile the Faculty Senate Annual Report

in a timely manner. The next item of business was the participation of J. Barry

in allowing the Committee on Committees to help conduct the elections for the

two full time lecturer Senators for next year.� The Committee on Committees is

doing this in recognition that there are no outgoing area Senators to conduct

these elections because they are new positions, and the chair reminded the

Senate that area senator elections are not usually the responsibility of the

Committee on Committees.� The Chair thanked the Committee on Committees

for taking on this task to ensure that full time lecturer senators are elected and

ready to participate in the Senate at the beginning of the 2009-2010 year.

The last announcement was that the Faculty Senate secretary now has access

to a campus wide listserv. Chair Buxton thanked Ginny Levine of the

President�s Office for her assistance in securing this access.

 

A discussion ensued regarding the two lecturer positions including

staggering the terms and also changing the bylaws to define voting rights

in campus wide faculty governance issues.

V. TREASURER�S REPORT:� J. Shedd � No report.�

 

VI.� SECRETARY�S REPORT: J. Duncan � no report (absent).

 

VII.� PRESIDENT�S REPORT: ��N. Aumann reported, in the absence of

President Bitterbaum, who was unable to attend, and also took questions

from the floor.

 

VIII.� STANDING COMMITTEE REPORTS:

 

Student Affairs Committee - T. Phillips � T. Phillips was unable to attend.

Chair Buxton reported in his absence that vitas have been collected for the

Faculty Senate Memorial Scholarship and the recipient will be announced

shortly.

 

Faculty Affairs CommitteeR. Collings � No report (absent).

 

Long-Range Planning CommitteeC. Cirmo � C. Cirmo reported that the

LRPC membership has contacted academic unit heads who should have received

information about scheduled meetings to discuss priorities regarding strategic

plans and core values, which will be ongoing.� Chair Cirmo announced that the

Long Range Planning Committee hopes to present a series of white papers, both

to the Faculty Senate and Strategic Planning Steering Committee, sometime in

mid-May for consideration at the first meeting in the fall.

 

Educational Policy Committee � R. Kendrick, Chair �� R. Kendrick was unable

to attend but submitted a report as follows:� The EPC will meet on Tuesday,

April 21 at 8:45 AM in Old Main 127 where they will finish discussion

of the proposed revision to the Curriculum Guide and continue

the discussion regarding capstone course issue. The EPC expects to have a

recommendation for the Faculty Senate Steering Committee on proposed

changes to the Curriculum Guide and corresponding changes to

the College Handbook for the next Faculty Senate Steering Committee on

April 28. The EPC will also be continuing its dialogue concerning

the process for continuing discussion concerning the TEC and its relation

to other college committees and processes.

 

College Research Committee � P. Ducey, Chair - No report (absent)

 

General Education Committee � D. Miller, Chair �� No report.

 

X. OTHER COMMITTEE REPORTS:

 

Committee on Committees -� J. Barry, Chair � W. Buxton read the report for the

Committee on Committees.� There was a call for nominations for the committee

vacancies from the floor {SEE Appendix 1}

 

XI. AREA SENATOR�S REPORTS:� There were no area senator reports.

 

XII. SUNY SENATOR�S REPORT � M. Ware � M. Ware repeated the call for

participation on the University Faculty Senate committees which she has sent

out twice on the Faculty Senate listserv.� She encouraged interested

parties to contact her, reminding the Senate floor that this is an excellent

opportunity to become involved with issues such as student affairs, operations,

governance, as well as having advance information regarding the budget and

operatives from System Administration.� The Spring Plenary is in Buffalo on

May 1-2, and the day before on April 30 there sill be a short afternoon leadership

conference that was organized by the Governance Committee.� Due to a lack of

interested attendees SUNY Senator Ware will be putting out another call.�

Ware also announced that the conference will be webcast and if anyone has

some free time on the afternoon of April 30 they might want to take advantage

of that broadcast.

 

XIII. STUDENT SENATOR�S REPORTS: The Students gave a brief report.

 

XIV. OLD BUSINESS:

The Ad Hoc Committee on New Senate Time was discussed regarding changing the

starting time to 1:15 PM which was approved and is effective starting with the

next and last Faculty Senate meeting on May 5, 2009.�

 

The Ad Hoc Committee on External Review report was discussed, including

the amendment involving changes to the handbook. J. Rayle made a motion

to postpone the discussion and vote to the next and last meeting on May 5,

2009, which was approved. {See Senate Actions and Appendix 2)

 

XV. NEW BUSINESS:

There was no new business.

AD HOC COMMITTEE ON EXTERNAL REVIEW

CHANGES TO THE HANDBOOK

A fifth section should be added to the College Handbook in Chapter 230: Criteria for

Promotion for Academic Faculty that covers the External Review Promotion Process

230.05 External Review Promotion Process

1. �Definitions and Statement of General Philosophy

As used herein, External Review will refer to the solicitation of an evaluation of the scholarly, intellectual and creative achievement as outlined in section 230.04 by qualified professionals from outside SUNY Cortland.� Unless otherwise indicated, the term Professor will refer to the rank beyond Associate Professor, that is, the rank of full Professor.�

The External Review Promotion Process applies only to those individuals who have �begun their tenure-track academic appointment at SUNY Cortland after August 15, 2009 and are applying for promotion from Associate Professor to Professor.� This external review process will be evaluated by the Faculty Senate within six years of its first application.

Individuals in the review process are expected to bear in mind the broad mission of SUNY Cortland, the definition of professional obligation contained in the Policies of the Board of Trustees, the diversity of disciplines and of departmental practices, and the weight significance of past practices when including external review in their review processes. Recommending bodies (i.e., Departmental Personnel Committees, School Personnel Committees), and individuals (i.e., Chairs of Departments, Deans, Provost and President) shall take care that undue weight is not given to letters from external reviewers.� They shall not be regarded as determinative, but as providing additional data for the candidate�s promotion application. The goal of the External Review Promotion Process is to provide another perspective on the candidate�s promotion application for the benefit of the candidate, personnel review committees, and recommending individuals at the College.

2. External Review Promotion Process Requirements

Each department is required to develop its own external review policies to include in their personnel policies.� The department policies will conform to these parameters:

a) The external review policies are only required for individuals applying for promotion from associate professor to professor.

b) The candidate will have the responsibility of soliciting and receiving external letter(s) of review, ability to review those letter(s), and responsibility for including them with the promotion application.

c) To provide context for their review, external evaluators shall be provided with a copy of Chapter 230: Criteria for Promotion for Academic Faculty (inclusive of sections 230.01-230.05).

d) No more than three letters shall be required under the provisions of this External Review policy.� Departments may stipulate as few as one letter be required in their promotion policies.
